隨着生態環境的日益惡化，世界對植被，特別是森林植被的生態作用日益重視，甚至超過了對其經濟價值的追求。“加強生態建設，維護生態安全，是二十一世紀人類面臨的共同主題，也是我國經濟社會可持續發展的重要基礎。全面建設小康社會，加快推進社會主義現代化，必須走生產發展、生活富裕、生態良好的文明發展道路，實現經濟發展與人口、資源、環境的協調，實現人與自然的***相處。”我國沙棘資源開發利用正是在這樣的形勢下實施的一項大規模生態經濟發展項目。本文回顧近20年我國沙棘資源開發利用的.歷程，從世界林業發展的角度，對今後我國沙棘資源開發利用方向進行初步的探討。1 世界生態變化與森林利用趨勢20世紀中期以後，世界進進相對和平的發展時期。全球人口的不斷增加，各種資源大量消耗，生態環境持續惡化，成爲威脅人類社會可持續發展的三大題目。據聯合國糧農組織的統計，現在全世界每年就有1200萬公頃的森林消失，就是說均勻每分鐘就有20公頃的森林子虛烏有。造成土地沙漠化、氣溫上升、溫室效應加劇。世界各國開始對生態環境的變化日益重視，熟悉到森林是陸地生態系統的主體，對保護森林，建設森林提出了新的要求。在1992年聯合國report of the united nations conference on environment and development（聯合國環境與發展大會報告）中將森林放在了重要的位置，以爲“forestry issues and opportunities should be examined in a holistic and balanced manner within the overall context of environment and development, taking into consideration the multiple functions and uses of forests, including traditional uses, and the likely economic and social stress when these uses are constrained or restricted, as well as the potential for development that sustainable forest management can offer.”提出 “forests are essential to economic development and the maintenance of all forms of life.”要求 “forest resources and forest lands should be sustainably managed to meet the social, economic, ecological, cultural and spiritual needs of present and future generations.
