2001年5月30日 ，《 人民報 》刊登了《警惕農村宗族勢力膨脹》的特別報道，該文說：“伴隨着改革開放和農村經濟轉型，宗族勢力在一些地區開始擡頭，對農村基層政權造成一定威脅，危害了農村社會治安，影響了農村穩定”。這一報道表明，執政黨至今仍然認爲宗族是需要抑制和打擊的勢力。
但是祖宗崇拜是人類最基本的感情之一，宗族文化在社會上仍然具有十分廣泛的影響，續家譜、修祠堂、建祖墳、尋根問租、宗族聯誼等活動是不少百姓熱衷的事業。宗族具有什麼性質？它對社會具有什麼作用？在執政黨提出建構“和諧社會”的今天，從理論上搞清這一問題很有必要。本文利用經濟學方法，對宗族文化和宗族政策給予實證分析，並提出簡單政策建議，敬請讀者批評。
一、宗族的自然屬性及其作用
宗族是以父系血緣關係爲特徵的人構成的一種特殊羣體。在兩千多年的傳統社會中，中國雖然出現過數不清的農民起義和幾十次改朝換代，國家也經歷了統一和分裂的多次循環，但宗族卻沒有消亡，宗族組織在社會穩定時又逐漸恢復起來。
宗族組織的生命力首先來自於其“自然屬性”。與古代埃及、巴比倫的文明類似，中華文明也產生在大河流域。與西亞、北非古代文明不同的是，那裏古代農業主要依靠引水灌溉，所以需要修建大規模的灌溉工程；中國古代農業卻主要依靠天然降水，這一情況決定農戶可以單獨生產和生活，於是中國早就形成了弟兄們平分家產的（繼承）制度。但是分立後的農戶還需要共同進行祭祀祖先的活動，這就需要有人進行組織、協調和落實，於是就形成了宗族或家族的組織形式。由於血緣關係來源於人的生物性，所以宗族組織就具有自然屬性。
