摘要：近年來，由於觀念上和認識上的偏差，使得園林綠化建設中存在着注重視覺形象而忽略環境效益的現象。隨着經濟的迅速發展，在一些率先富裕起來的地區，追求豪華奢侈、鋪張浪費的風氣十分盛行，園林綠化建設中攀比鬥富之風愈演愈烈。在追新求異、急功近利的建設思想指導下，各種奇花異木飄洋過海，大樹移栽之風屢禁不止。不僅如此，一些違背自然規律的園林綠化手法，如反季節栽種和逆境栽植，追求視覺形象的挖湖堆山，甚至填湖造園等等，屢見不鮮。不講科學的園林綠化建設，不僅造成寶貴的水土、植物資源的嚴重浪費，而且耗費巨資帶來的是當地景觀特色的嚴重喪失。因此，當前提出建設節約型園林綠化的口號，不僅十分必要，而且非常及時。

前言
建設節約型園林，首先要從思想觀念上做起，腳踏實地的做好以下四項工作。一是倡導勤儉節約辦實事的工作作風，要在決策者的思想觀念上樹立節儉的意識，從根本上扭轉當前追求豪華奢侈的園林建設指導思想。二是建立健全節約型園林建設的法律法規和管理條例，從法規上和制度上杜絕浪費型園林建設和運營模式。三是在政策上和資金上給予更大的扶持，鼓勵開展節約型園林綠化建設的科研工作與推廣工作，努力吸收國內外先進的觀念和經驗。四是建設節約型園林必須以科技爲支撐，從規劃、設計、施工、養護等環節入手，制定科學的規劃設計導則和施工養護及運營管理規範，集約利用各種自然資源與能源。惟有如此，才能從根本上杜絕資源浪費型或環境破壞型園林綠化模式的盛行，實現園林綠化建設的低投入、高產出的可持續發展。
腳踏實地做好四項工作
節約型園林的概念應包含以下四個方面的含義：首先是最大限度地發揮生態效益與環境效益；其次是滿足人們合理的物質需求與精神需求；再次是最大限度地節約自然資源與各種能源，提高資源與能源利用率；最後是以最合理的投入獲得最適宜的綜合效益。那些片面追求生態環境效益而忽視資源與能源消耗的園林，或者片面強調局部環境改善而忽視整體環境惡化的園林，以及片面追求視覺景觀效果而忽視自然演變能力的園林等，都不能稱其爲節約型園林。
以植物爲主體、水土爲要素
中國傳統的自然山水式園林以範山模水的景觀類型而著稱，造園受到水、土、石、木等自然資源的巨大限制。在自然資源貧乏的地區營造自然山水園，勢必要耗費巨大的自然資源和人力物力。因此，當前全國各地普遍存在的不顧當地自然資源條件，一味追求理想化景觀類型，從而改變場地原有的景觀特徵，造成外來景觀入侵的建設模式，是中國園林綠化建設普遍資源消耗比較嚴重的主要原因。
因此，建設節約型園林，應大力倡導“以植物爲主體、水土爲要素”的園林建設指導思想。要做到因地制宜，根據當地自然條件和資源特點，充分利用自然能力營造園林綠化。要走技術與藝術相結合的園林綠化之路，徹底改變現有的園林綠化美學觀念。要拋棄矯揉造作的園林趣味，追求樸實自然的園林氣息。
