【點評】這裏原文中有“上下”二字，到底如何翻譯這個“上”字呢？“上”當然指的是管理層了。人們常說的“管理人員”常被譯成“managerial staff”，但實際上，英語裏更多見的是用management staff或乾脆使用management更簡潔明瞭，只是商務英語翻譯中可以效法的。比如：高層管理人員（senior/top management），中層管理人員（middle management），基層管理人員（junior management）。同樣，“國際競爭力”通常被譯爲“with international competitiveness”。“企業集團”是conglomerate——a corporation that has diversified its operations usually by acquiring enterprises in widely varied industries。“公司上下”可以是management and staff，但最好說the management together with the rank and file。“發展成爲”用foster（比如foster the local industry）一詞比較合適。
