A qualified chief negotiator should be both knowledgeable in the areas related with negotiation,and capable in leading the whole team to achieving the goal set for the addition to his professional knowledge and capablility,the integrity of the team leader should be given particular attention to because as a representative of a company or an institution,he would induce inevitable losses to his company if he involved his personal interests for a trade-off,such as arranging a foreign trip for him,or sending his children abroad for study.

In general,the negotiation team leader will be the person holding major responsibility in a company or an institution。It is so because such a person usually has the access to information needed and he has a better and comprehensive view on situation,so he may make sound judgment and have a good vision。Besides,he is in the position ,so he is in power ,which implies he can mean what he says and make final-decisions。

In a negotiation between two countries,interpreters are often at the core of the negotiation。A qualified interpreter should not only be a bilingual expert but also be able to memorize and comprehend accurately the points expressed by speakers。He should be able to judge correctly the intention of the speakers,and fill the gap of words omitted deliberately or habitually。He should also be able to convey the meaning and intention of the negotiation parties appropriately and faithfully。

Sharpness and quick understanding of the interpreter does not mean he can interpret speakers`s words as he the speakers` points are blurred and obscure ,what he should do is to clarify the points again with the speaker。Anothersignificant function of the interpreter is to iron ups and downs in the course of negotiation when the tension is becoming high and some negotiations utter unfriendly words emotionally。

For the interests of the interpreter and smooth progress of the negotiation,it is suggested one interpreter be invited throughout the entire negotiation。The interpreter`s quick and accurate understanding depends not only on his knowledge of languages but also his knowledge of the background of the negotiation and its development,which means the more he is involved in the negotiation the better he function.

國與國之間的談判中,口譯者經常是談判的'核心位置。一名合格的口譯者不僅能說好兩種語言,而且能夠記憶理解發言人所要表達的意見。他能夠正確的判斷髮言人的目的。並且填補遺漏或空白的對話。他也能夠在談判雙方中傳達意見和目的。

口譯員的銳度和快速理解能力並不意味着他能翻譯出發言人的講話。當發言人的目的是模糊而且難懂的時候,他應該做的是要求發言人再重複一遍。口譯員其他重要的作用是消除談判過程中因爲局勢越來越緊張所說出的一些不友善的話。

爲了談判雙方的利益,通常在整個談判中建議邀請一名口譯員。口譯員的快速精準的理解能力,不僅依賴於語言的專業知識,更依賴於談判的背景知識和談判的發展。這意味着在談判中他知道的越多,作用就越大。
