總體來說，新的留學政策有四個大的方向改動：
1) 優化了留學羣體，把教育機會給想踏踏實實在加拿大讀書的學生。
2) 規範了留學市場，政府對選擇留學生羣體時更加明確。
3) 寬鬆了打工政策，全日制學生，學籤=工籤。不需要額外申請打工許可。
4) 加速了落實意向，學生在畢業以後三個月必須明確和落實自己的意向，比如繼續讀書還是換工籤就業。不然就必須離開加國。
